From what I could find this one is Kaze no Stigma or Stigma of the Wind.

"In production for the studio Bearing, Kaze in the Stigma livens up to it (Stigma of the Wind) goes to estrear in April in Japan. It livens up it is based on the book of Yamato Yoshihiro published since 2002, counting the battle of the Ayano that manipulates fire and the Kazuma that wind manipulates. The Ayano remembers the Shana de Shakugan in the Shana.

Synopsis
Incapable to show nor a nugget of talent for clan Kannagi, a traditional family with the power to manipulate the fire, Kannagi Kazuma is banished of clan. 4 years after diverse events, Kazuma with 22 years becomes a master of the wind and returns for Japan with the last name changed for Yagami Kazuma. At the moment of its return, diverse murders of members of the fire occur, and the Kazuma becomes main the suspicious one. After everything, Kazuma reencontra with the Kannagi Ayano, a girl of 16 years who now inherited the sacred Enraiha sword of clan Kannagi."

Just watched Ep1 of this. Have to say, its not too bad. The male protagonist is seriously kinda hardcore with those Wind powers. Looks like the Shana wannabe took him out with one attack though when he was a kid, leading to his banishment from the family of Fire users.
No sign of melonpan yet, lol.

Don't really know. My guess is that people scan them at really high resolution like 600dpi or above. They then lower the resolution to the usual which would be around 200dpi making the image cleaner and they probably add a little blur after that to make it smoother. They might also screw around with the brightness/Contrast which can also help taking out those unwanted artifacts.

Or, they just use a plug-in that'll do all of the above in a click.

I'd say the latter is more likely.
